Not usually: Usually arthritic pain in more gradual and less excruciating you may have something else wrong with your knee how do you know what's wrong? You need a good exam and possibly an xray or mri you may have meniscal damage or a loose body.

It Can: It certainly can. However if the sudden pain is a new symptom and the inability to bear weight is also new, consider seeing an orthopedist for examination and xrays.
