Pigmentation ??: Probably just a dark pigmentation. These are more prominent in individuals with an african american background but not always. Some time its just like a freckle. I would have dr look at just to be sure but i wouldn't lose any sleep over it.

Differential...: Could be a number of things. Ethnic pigmentation depending on your racial background, a blue nevus (special kind of mole essentially), an amalgam tattoo (small piece of amalgam filling material that stains the surrounding tissue over time), varicosity (large blood vessel...Think vericose veins in your legs...Unlikely though). Get a dentist to look at it, but don't lose any sleep over it.
