Some times yes: Not unusual , some times inflammation at umbilicus takes time to clear , also the stitch may irritate causing minor infection , talk to your surgeon and go for follow up visit.

Possibly: It is normal to develop hardness as part of the healing process and the scar can be tender, this usually resolves within a few weeks. As long as there is no redness or fever it is probably normal. You should be seeing your surgeon for a postop check about now and he/she can confirm all is well.
