Not sure: Chronic refers to time. We refer to fractures as healed, a delayed union, or a non union.

Arthritis : Has probably set in. There will be changes seen on x ray such as joint space narrowing, bone spurs, and abnormal angulation to the bone. It could also mean the fractured bone did not unite and there is a non union present. See foot specialist for further test and treatment.

Long time: It probably refers to the length of time you have had the problem. Sometimes the fracture occured many months prior to the treatment. It also could refer to the fact that it is not healing in the normal time frame.
