Not : Necessarily. Cystic change with bone means there is some porous spots of the bone,,,,sometimes this is repairable. Arthritic changes are often not repairable without surgery. Avulsion fractures often do not occur at the joint surface (though possible) arthritis would occur if the joint cartiledge was damaged.
