It's learned: While it's possible that she has panic disorder, it is also possible that her behavior reflects a personality pattern or habit of responding in an anxious or agitated way. If she has an anxiety disorder she could get treatment for it. Also, with therapy she could learn more effective (and more comfortable) ways of perceiving and responding to situations. Maybe she could talk to a doctor about it.

Panic: Great response by Dr.Smith. He is right - we don't have enough information to know if she experiences panic attacks or if behavior suggests that she is panicky. If she seeks a comprehensive psychological evaluation - that might help to clarify the matter.
