No.: Inguinal hernias will not change the size of the penis. If the hernia bulge is large, is can obscure the base of the penis making it appear shorter than it is, especially if the hernia is intrascrotal. If the hernia is bothersome or enlarging, consult with a general surgeon. Depending on the risk of complications such as incarceration or strangulation, the doctor may recommend repair.

No: Large inguinal hernias that extend in to the scrotum can overshadow the penis, but the original size is unchanged. This would typically happen with a hernia extending in to the scoring that is the size of a softball or larger.
