See Podiatrist: Sounds like an ulcer with infection. Whatever it actual is, it is not normal and needs treatment.

Many possibilites: Some causes of foot ulcer include trauma, poor arterial or venous circulation, and skin cancer. Have it evaluated and treated appropriately.
