Depends On Puberty: Boys have most of their growth spurt late in stage 3 and throughout stage 4 of puberty. Prior to the growth spurt, your penis and testicles start growing and pubic hair becomes coarse, darker, and spreads out across the pubic area. Average age to start growing is around 14 y/o (range 12-16). If you have not started any pubertal growth (penis/testicles), you should see your doctor.
