Look at growth chart: Generally, 13 year-old girls have not stopped growing, so will gain some height. Only the doctor who has been seeing her and charting her growth annually can tell what the growth trend has been. Meanwhile, she should eat enough healthy foods, exercise appropriately, and get plenty of sleep at night. Being over 5 feet tall is usually normal, but "normalness" also depends on parental heights.
