The question: Is too general as there are many types of rashes that can occur on the legs. Also, when it comes to dermatological conditions a picture is worth a thousand words. Since, we don't see one, a trip to the dermatologist is recommended.

Possibilities: Allergic reaction, dermatitis from poor circulation, mild truama. See physician.
