Charcot-Marie-Tooth: I believe that you are asking about the familial disorder of CMT or charcot-marie-tooth disease. This presents as loss of muscle strength in toes, foot, fingers with malposition of toes, feet, ankles and fingers. This usually is slowly progressive over many years. It can present in childhood but usually is more disabling at adolescence. Bracing and exercises can help, and in some cases surgery.
