See an ENT: I would recommend seeing an ENT surgeon first as it might be an anatomic issue that can be easily corrected. They would want a ct scan of the sinuses as well as would want to do a rhinoscope. If this is non-diagnostic, then i would proceed to an allergist since the sinuses and ear issues are strongly correlated.
