Difficult to say: In studies on dogs in the past, if a kidney was completely blocked, there was some irreversible damage that stated to occur at 2 weeks. If the obstruction is not 100%, you probably have longer before seeing any permanent effects on the kidney.

Depends...: The time a stone is in the ureter does not necessarily correlate with damage. Rather what is important is whether the stone is causing complete obstruction of urine flow and causing backup of urine into the kidney. If the stone is only causing partial obstruction, then it can be present for months to years before causing permanent damage. One way to decipher this is with ultrasound of the kidneys.
