What do they mean incentives for change for doctors?

Follow the money: Right or wrong, physicians who have spent perhaps $250, 000 on their education need to make a fair living. People who write laws try to influence how medicine is practiced, hopefully so that effective rather than wasteful health care is delivered. It will never be anywhere near perfect, and we -- who are mostly honest, even altruistic souls -- hate our dysfunctional system. Thanks for asking.
