Yes, but: You know the tattoo risks are in viral infections like hepatitis and HIV if the needle is contaminated. If there is no infection, i see no reason a tattoo would affect a person on dialysis different than another who is not on it.

Risk for tattoos: There is potential risk for infection to any one getting a tattoo. Tattoing can lead to infections with organisms like clostridium tetani, streptococcus pyogenes, staphylococcus aureus pseudomonas aeruginosa, haemophilus ducreyi, treponema pallidum & mycobacterium leprae. It can cause illnesses like sepsis, impetigo, tetanus & erysipelas.
