I don't see why not: Should be fine; unless your birthmark was a hemangioma (a large collection of vessels in the skin) the birthmark is, literally, skin deep. You could even use your birthmark in the tattoo if u want! Make sure your artist is using clean technique, and that he/she is licensed. There is definitely a risk of getting an infection, even Hepatitis B/C, and we'd like to minimize that. Good luck!
