Yes: There is no contraindication to having sex just because you are on dialysis. Of course, there are many other factors involved, such as the cause of kidney failure and other medical conditions that a patent might have. On the other hand, it is risky for a woman to get pregnant (although not unheard of). Discuss with your nephrologist.

Yes: Patients receiving dialysis can be sexually active. However, the problems that cause renal failure (high BP, diabetes, and CV disease), renal failure itself, and medications required often affect desire for sex and the ability to respond normally to have erections, vaginal lubrication or orgasm. If heart is ok (check with doctor) try it and see if problems. Viagra (sildenafil) may help erections for men.
