When menstruating, is it normal to also observe blood in urine?

Yes, except fistula: Voiding sends a "waterfall" over the menstruating vulva and vagina allowing blood to "pool" in the toilet. A rare condition whereby the bladder/urethra are connected to the vagina(fistula) can also produce hematuria.(blood in the urine) during menstruation.
