Depends: Roxanol is morphine. Hydrocodone and morphine are essentially the same when comparing strengths. Everyone responds differently to opioids therefore one may feel stronger or have more side effects than the other.

No easy answer: Even in the modern immediate-release forms, morphine is poorly absorbed in many people, broken down by stomach acid/enzymes and taken out in "first pass" through the liver. Conventional wisdom is 5 mg of hydrocodone is equivalent to 7.5 mg of morphine orally, and 2.5 mg of morphine if given by injection. There is a lot of individual variation, and equivalency tables are often wrong and dangerous.
