Work: If you are wearing short sleeves it could be an exposure to work related chemicals. Patch testing can help what is causing the allergy.

Rash: If the arms are covered, it could be the clothing fabric, soaps, detergents, or any lotion you are placing only on this region. If it is sun-exposed, it could be photoallergic dermatitis (aka reaction to the sun).
