No Age Restrictions: Theoretically there are no age limits, either too young or old. Most surgeons would not do a cosmetic breast augmentation prior to age 18, but there are conditions where reconstruction with implants would be done earlier. The only other "legal" limit is one suggested by the fda for silicone gel implants. They recommend gel implants for women age 22 or older. Why 22? I have no idea.

Age - Breast Surgery: The legal age for consent is 18 without emancipation. Surgery of the breasts can be perfromed at any age with proper consent. Under the age of 18, consent of the legal gaurdian is required. For some elective procedures, it is best to wait until the breast are fully developed before persuing any surgical options.

There isn't one : Very important to wait until after the breasts have finished growing and maturing. Any surgery before that time can have serious long term consequences. Saline breast implants are fda approved for 18 and older. Silicone breast implants are fda approved for 22 and older.
