What does "controlled substance" mean?

Needs Rx or more: In medicine, something that cannot be bought over the counter. A physician can prescribe an antiobiotic, a physician needs a narcotics number to prescribe the stronger pain or nerve pills, and plutonium and lsd just aren't available except to a few scientists.
