Sort of: Thyroxine is made by the thyroid gland. Basically, the pituitary gland communicates with the thyroid gland via tsh, and the resulting secretion of normal concentrations of thyroxine in turn keep TSH in the normal range. The pituitary gland, however, secretes many more hormones aside from tsh.
