It's difficult: I have treated many very disruptive children over the years and it can be extremely trying and frustrating for parents to know how to handle each instance. I am sorry to hear about your daughter. I am also sorry to say she must be kept away from small animals and small animals must be kept away from her. Sadly, there is just no way to explain this particular behavior of your daughter's to others.
