My 11 month old has tiny red flat dots on the top of one hand (not the palm). could this be hfm? allergic reaction?

Doubt HFM: Hfm lesions are generally blisters & often have a grayish tint and oval shape. Tiny red flat dots could be an allergic reaction to something that came in contact in that local. An exam would be helpful but is probably not worth the time off work if localized & not bothering the kid.
