It's complicated...: Assuming that one is interpreting correctly the lab results, the causes for low thyroid and high testosterone levels may be that the feedback chemicals and stimulating chemicals in the body are not working properly, so the normal amounts of thyroid and testosterone hormones are not present. Endocrinology can get complex. The doctor can check for viral infections, immune disorders, and tumors, too.
