Nasal wash/clean air: Babies are nose breathers & very sensitive to odors/fragrance/dust/fumes. The primary source of help is washing irritants out of the nose with saline nose wash (many otc). You also need to eliminate any aggravating agent such as cigarette smoke/ fragrant cleaning products or laundry detergent. If the kid can still feed enough to wet diapers every 4-6hrs s/he can wait to see the regular dr & review.
