Maybe: Not necessarily. It could be if you have a low body fat percentage, if you have anemia or thyroid problems, or if you are a shallow breather (so your heart isn't circulating your blood out to the extremities). Extremities are always cooler than your core because they are farthest from your heart. See a dr to get checked out.
