No: Trained acupuncturist are very careful with needle placement, but any unforeseen aggressive movement may place your internal organs at risk of puncture.

That depends: That depends on the location and depth of the needles. It is not good to move while being actively needled as it can effect the needle placement. However, i walk about and do lots of things when treating my own neck with needles. However, usually acupuncture is done with a still patient.
