See Your Dentist: The most common thing on the "lip stick" area of the upper lip is a cold sore caused by the herpes simplex virus. If it is on the inside, an aphthous ulcer (canker sore) is most likely. If it really started as a bump, the possibility is that a small saliva gland in the lip got clogged and you have a mucous retention cyst were the gland continues making saliva which is caught under the surface.

Could be early sore: If it is on the outside of your lip, it could be an early or prodromal sign of a herpes induced cold sore. See your dentist asap as this is the best time to treat it with anti-viral meds.
