Yes & no: The external parts are there & the fetus may bounce around in the sac some.However, as far as random directed movements that you could feel, that is unlikely. 16 wks is the early point where mom's generally perceive fetal movement. You may be sensing your stomach churn food or bowel gas move in your system if you sense something now.
