ADD: General practitioners are experienced in diagnosing add & doing the initial evaluation. If your doctor is comfortable prescribing medications for add, he/she will do so after confirming the diagnosis. If not, they usually refer you to a psychiatrist for further tx.

Yes: The majority of treatment for adhd takes place in primary care settings, so what you suggest is potentially a good solution. However, different pcps have different comfort levels with assessing and treating adhd, so you would need to explore this with the clinic. Also, you would need a good assessment to make sure there is nothing else going on - lack of interest can be related to depression.
