pale, unresponsive but eyes open, low bp, stiff---signs of tia, cva or hypotension?

Hypotension: Of the three choices given hypotension makes most sense. Neither cva nor TIA generally produces hypotension. I would be concerned about meds, metabolic and cardiac issues. Needs a few labs to sort this out quickly unless this contradicts his advance directive.
