HTN and Diabetes : Diabetes and hypertension are the two most common diseases that cause these spots, and the best treatment would be to treat the underlying disease. In diabetes they are one of the markers of pre-proliferative retinopathy. Be sure and get this followed.

Vessel disease: A cotton wool spot is a small blocked blood vessel in the retina. The most common cause is hypertension, followed by diabetes. If you don't have either of these two problems, the lesion could be inflammatory (caused by autoimmune disease), such as in lupus.
