Yes: As long as he does not have any other signs of puberty. It seems so grown up for a seven year old but we all grow at different rates. If concerned, please consult your pediatrician so he can be evaluated.

Could be: Kids that age can get an occasional pimple just from getting hot and sweaty a lot over the summer. It may be more of an issue if he gets them often or many at a time. However, in the absence of pubic hair, genital enlargement, or unusual growth spurt, it's unlikely to be an endocrinopathy. For concerns, you should also always discuss with his doctor.
