Sounds safe...: Some websites say that modge podge is a pva glue (polyvinyl acetate) and say it is similar to elmer's white glue. If true, the glues are non-toxic when used properly. That means they don't have the toxic fumes that some strong glues have. So, one doesn't have to worry about inhaling bad chemicals. Still, it's a good idea to wear disposable gloves when working with glues.
