Postnasal drip: Mild allergy cam cause a persistent postnasal drip and sorethroat, more often in am, and thus symptoms such as throat-clearing etc... Also, acid reflux cam cause sorethroat as well. It is easily diagnosed and treated, so consult doc. Good luck.

Sore throat snort: Two common reasons for a chronic sore throat and throat clearing are post-nasal drip from allergies and gastro-esophageal reflux. Examine your environment to see if he has cause for either of these. Consider pets, old mattresses, new or dusty furniture and too much dairy as reasons for allergy symptoms. Things that are associated with reflux are obesity, coffee, chocolate, alcohol and smoking.
