No: Kidney cancer may still be localized to the kidney yet cause some blood in the urine based on the location of the tumor. If the tumor is small and in the area of where the urine drains out of the kidney and into the ureter, it may cause blood in the urine but may still be localized to the kidney itself.

It can be: Blood in the urine can be due to a number of issues - both benign and malignant. Kidney cancer - both localized and advanced may lbe casues of hematuria. If you do have blood in the urine, it needs to be evaluated by a urologist as soon as possible.
