Nothing to sneeze at: Severe hay fever requires prescription medication. Otc antihistamines (loratadine, fexofenadine, cetirizine) help with most symptoms, but usually not with nasal stuffiness. Oral decongestant combinations may be help with stuffiness, but have side effects. Topical decongestants (nose and eyes) should not be used more than 5 days. The best solution is allergy shots by a board-certified allergist.
