Yes: For a person with a positive PPD skin test and a negative chest x-ray, if he had a BCG vaccine in the past, he can do a Quantiferon TB blood test to see if he was exposed to real TB or just to the BCG shot. If he never had a BCG, he can talk with his doctor to decide if he should take INH pills or do the TB blood test. If it is not certain he truly was positive on the skin test, he can repeat it.

Yes: In the US your skin test would be validated by a blood test (IGRA) that is not positive for TB cousins or BGG. In areas where isoniazid susceptible TB is common, 9 mo of 1x daily isoniazid is given. In resistant areas 1x daily rifampin X 4 mo. In multiply resistant areas specialist referral is needed. The skin or blood tests are not always accurate in excluding active TB so some treat anyway.
