Do not stop: Taking your allergy medicine. You need to take it much, much longer before stopping . Usually till you are two weeks symptom free. Otherwise you will experience relapses like you mention above.

Cetirizine help both: Cetirizine is a good antihistamine for at least lessening itch, which lessens scratching, which probably aggravates youe rash. As long as it doesn't cause side effects (mostly drowsiness) no problem taking long term. Other option is to see a board certiified allergist to try to identify and treat the causes of both your "generalized allergies" and your skin problem.
