Yes: It is normal to have some dried blood on one's skin when one awakens from surgery. Attempts to clean the wound and the surrounding tissues and skin after surgery may leave behind a thin residue of dried blood. It's nothing to be concerned about. It can be removed with an alcohol wipe or a moist washcloth.

Yes: At the end of surgery the team caring for you does their best to clean you up. However, some oozing can still occur after and some areas are difficult to examine and clean. Plus, waking up from anesthesia can involve vigorous patient movement that can undo the cleaning. Clean with a wet towel or according to surgeon post-op directions.
