It can: It is not unusual to have blood in the urine with a bladder infection. It should clear with treatment of the infection. If it does not then you should have it checked out as there are serious causes as well.

Yes but: Acute hemorrhagic cystitis(occurs in women)is a cause of bloody urine but it is best not to just assume it is cystitis.There will be urinary urgency,frequency,burning...etc.& will respond to antibiotic RX.If it is painless bleeding there are many causes from the bladder,ureters,kidneys...No space for details. It is best for you to see your doctor if you have bloody urine. Best wishes.
