When they are ready: When they start to ask questions, it's time to answer them. One technique is to answer exactly what they ask, but don't elaborate. On the other hand, tell the truth. If they are asking very specific questions, you need to answer them very specifically or they will ask somebody else when you are not around. Saying you are not old enough to ask that is just going to make them even more curious.

Anytime,However.... : Kids under 7-8 process information simply & basic ? Need short simple answers. Expect them to return off & on for a repeat of the same ? Or a secondary ?Kids 8-13 can process more but still are very basic. After 13-14 they begin to understand emotional commitment & more information but be sure to listen closely & try to answer specifically what hey ask.Late teens seldom ask but can handle it all.
