Yes: Patient with COPD with po2 55, pco2 of 65, has hypoxemia and hypercapnia ( low oxygen, high co2) which are bad. We may have to look at the clinical condition of the patient to determine whether he needs a bipap or needs intubation.

Severe: The blood gas described is consistent with a chronic hypoxic hypercarbic patient with severe disease or a less severe COPD patient experiencing an exacerbation - additional values such as the bicarb abd ph would be helpful but this person needs to be evaluated in a broader context to determine if these abnormalities show worsening or a poor baseline.
