Depends on location : In the southeastern usa, a similar rash can occur following the bite of the lone star tick called southern tick associated tick illness or stari. Progression to arthritis or neurological disease appears not to occur.

Possibly: If you were bitten and the tick was on for at least 24-48 hours, it is possible that lyme disease could be transmitted and peripheral rashes other than the "classic target rash" can occur. See you doctor for an evaluation. Blood tests can always be drawn.
