Will it slow development if you start drinking at 16 year old?

No: However, i would be very concerned about this. First of all it is illegal. And where is the teenager getting alcohol from? Certainly most teenagers will experiment with drinking, and/or drugs. But, if they are drinking on a regular basis, i would be concerned about alcoholism.

Development of what?: If "drinking" means occasionally having a bit of wine at dinner with your family, it's probably safe. If "drinking" means partying & drinking excessively, then the most important organ of your body may have developmental injury -your brain. This is also when adolescent alcoholism develops. Teens r binge drinking, drinking surreptitiously & drinking illegally. If u are doing this please see doctor.
