Keratosis pilaris: The slightly rough small papules on shoulers or upper legs typically are hair follicles which are dry. This time of the year sun exposure or drying from hot showers may flare this. If you have had this before and they recur in the same area this is a likely cause. You would need to be evaluated by your dermatologist to be sure.
