Yes: Sunscreens do not completely stop all of the uv rays from getting to the skin. Your melanin will be activated causing your skin to tan. Keep in mind that you don't need to burn to get skin damage from uv sun rays over time.

You can even burn!: Sunscreens are great for giving you some extra protection from the sun's harmful rays, but they are not really "sunblockers". Some don't have both uvb protection (cancer causing rays) and uva protection (aging rays) sunscreens are your last stand and lease effective options for protection, best not to assume you are wearing a suit of armor, become a "shade seeker" ..Your skin will love you.
